FOR SPARTANBURG COUNTY COUNCIL CHAIR
#WinWithWhitner
LEKESA "KESHA" WHITNER
My First 100 Days
Leadership. Accountability. Action.
One County. Shared Responsibility. People First.
If elected Spartanburg County Council Chair, I will spend my first 100 days listening, building relationships, strengthening accountability, and establishing shared priorities for Spartanburg County. I believe effective leadership requires working collaboratively with all six district Council members, the County Administrator, municipal leaders, and residents, regardless of political affiliation. I commit to leading with integrity, fairness, transparency, and respect while putting the people of Spartanburg County first.
My First 100 Days
A Roadmap for Leadership and Accountability
DAYS 1–30: LISTEN & BUILD TRUST
My first 30 days will focus on establishing relationships, understanding county operations, and listening to the people of Spartanburg County. I will seek individual meetings with all six district Council members, establish regular communication with the County Administrator, connect with municipal leaders, and begin community listening sessions. My goal is to identify shared priorities, build trust across political differences, and establish a foundation of accountability.
DAYS 31–60: ESTABLISH SHARED PRIORITIES
During the next 30 days, I will focus on identifying common priorities with County Council members and strengthening partnerships with municipal leaders. I will work collaboratively with Council committees and the County Administrator to review infrastructure needs, responsible growth, housing affordability, economic development, and fiscal accountability. My goal is to establish three to five shared priorities, identify measurable objectives, and develop a framework for tracking progress and communicating results to residents.
DAYS 61–90: ADVANCE SOLUTIONS
During this phase, I will focus on working with County Council to advance practical solutions that address the priorities identified during the first 60 days. I will collaborate with Council members, committees, and the County Administrator to review policy recommendations, infrastructure needs, responsible growth, and opportunities to strengthen economic development. My goal is to move shared priorities through the appropriate Council processes, establish clear expectations for implementation, and ensure residents are informed about progress.
DAYS 91–100: REPORT PROGRESS & PLAN AHEAD
During the final ten days of my initial 100-day plan, I will focus on evaluating progress, communicating results, and identifying the next steps for Spartanburg County. I will work with my team to prepare a public progress report outlining accomplishments, challenges, and priorities requiring additional attention. I will also propose a 12-month action agenda and establish a process for reviewing community feedback every 30 days to strengthen accountability and responsiveness.
Your Voice Matters
30-Day Community Accountability Survey
Accountability should not end on Election Day.
If elected, I plan to seek community feedback every 30 days to better understand residents' concerns, evaluate my leadership, and identify opportunities for improvement. Your feedback will help inform my ongoing commitment to transparency, responsiveness, and responsible leadership throughout Spartanburg County. Survey participation is voluntary, and results will be reviewed regularly to identify areas for improvement.
